During eight years of effort, the multi-stakeholder organization created to recommend systems for protecting the environment in the Athabasca Boreal Region has failed consistently. The current approach by the Governments of Alberta and Canada to environmental management has failed to protect Alberta’s environment from rapidly expanding oilsands development.

Recognizing the urgent need for environmental management and the benefits of engaging stakeholders, the Pembina Institute has put forward recommendations for a new approach to environmental management in the Athabasca oilsands. Taking the Wheel lays out a new pathway for developing environmental management
systems through a new, reconstituted multi-stakeholder process.
