Comments on Proposed Revisions to the Export and Import of Hazardous Waste Regulations

This brief to Environment Canada responds to proposals to revise Canada's regulations regarding the import and export of hazardous wastes. The brief concludes that Environment Canada's proposals place an excessive emphasis on promoting the 'recycling' of hazardous wastes rather than their reduction at source, fail to establish meaningful rules regarding the environmentally sound management of wastes, do not fulfill Canada's international obligations related to hazardous waste movements, and do not provide adequate public access to information and decision-making regarding hazardous waste movements.
