Comments on Environment Canada's Offset System for Greenhouse Gases Overview Paper and Technical Background Document Prepared for the Climate Action Network Canada

CAN believes that, if the Offset System for Greenhouse Gases is well designed, offset credits can be a good way to encourage domestic GHG emission reductions. However, CAN is deeply concerned that, as it currently stands, the federal government’s proposed offset system does not uphold the highest standards of environmental effectiveness and does not respect the founding principle of what constitutes an offset credit, as defined in the 2005 Plan.
