2026-2030 Sustainable Jobs Action Plan Consultation

Pembina Institute’s Submission to Natural Resources Canada

In June 2024, Parliament passed the Canadian Sustainable Jobs Act, requiring the Government of Canada to publish a Sustainable Jobs Action Plan (SJAP) every five years, starting in 2025. These plans are intended to outline measures that advance economic growth and job creation, support workers and communities through workforce development, and ensure accountability.  

In September 2025, Natural Resources Canada invited feedback on the federal government 2026-2030 SJAP. The plan presents a critical opportunity to move from planning to implementation, embedding sustainable jobs principles across government policies and investment decisions. Canada’s success in building a net-zero economy depends on growing industries that create high-quality, sustainable jobs while ensuring workers and communities benefit from the transition.  

Our advice to the Government of Canada is available below, including:

  • Direct responses to the government’s discussion questions  

To achieve lasting economic and social benefits, the SJAP should integrate both demand- and supply-side workforce measures: accelerating industrial growth in clean energy sectors that create good jobs, while strengthening education, training and social systems that prepare and protect workers.  

We recommend five mutually reinforcing priorities:  

  1. Drive demand for sustainable jobs through clean industrial growth  
  2. Strengthen workforce development systems and training capacity  
  3. Promote inclusion, equity, and participation across the workforce  
  4. Protect workers and communities through stronger social supports  
  5. Establish mechanisms for social dialogue and policy alignment
