Raise the bar: in time of crisis, we need excellence

Bill C-5 Policy Brief

Canada faces unprecedented challenges: threats to national sovereignty and security, economic uncertainty, a worsening climate crisis. In response, on June 6, the federal government tabled Bill C-5: An Act to enact the Free Trade and Labour Mobility in Canada Act and the Building Canada Act to fast-track nation-building projects. The Pembina Institute supports urgent action to deliver solutions for Canadians, but the bill requires key amendments to fulfill its intended purposes.

Strategically and responsibly fast-tracking projects that advance affordability, access to climate-resilient housing, trade diversification, national security, clean economic growth, quality jobs, and the health and well-being of all Canadians is critically important. This must also include addressing climate change and its impacts, protecting biodiversity and advancing reconciliation with Indigenous peoples.

This Policy Brief outlines our recommendations to strengthen Bill C-5 so that it better upholds Indigenous rights, reduces economic, social and environmental risks, and truly supports Canada achieving its clean growth potential.
