Climate adaptation financing Briefing note

Canada has committed to help developing countries adapt to climate change, at an estimated cost of $1-5 billion per year, over and above Official Development Assistance (ODA). This briefing note outlines how that money could be raised through a federal cap-and-trade system, in which greenhouse gas emissions allowances are auctioned and a portion of the proceeds are dedicated to support climate adaptation in developing countries.
