Smart Growth in OntarioA Provincial Progress Report on Smart Growth and Urban Sprawl

This report updates progress by the Ontario government against the provincial smart growth agenda outlined in the February 2003 Pembina Institute report: Smart Growth in Ontario: Provincial Promise vs. Performance. The report concludes that the province has made little progress on the implementation of smart growth policies over the past six months, and that provincial policies that have been encouraging and subsidizing urbansprawl remain in place. The SuperBuild Corporation's $1 billion/year highway construction program remains the centerpiece of the province's smart growth agenda. If completed these projects will lead to additional urban sprawl, increased smog, greenhouse gas emissions and congestion.
