With the Surface Water Quantity Management Framework for the Lower Athabasca River, the Government of Alberta has the opportunity to implement a water management plan based upon the best available science, and to honour previous commitments to sustain river health.

This letter to the Government of Alberta outlines why a zero-withdrawal limit for all operators during low-flow periods is essential to protect the Athabasca River.
