Inclusion of Key Climate Change and Clean Energy Measures in the 2008 BudgetLetter to Minister Flaherty

This letter was submitted to the federal Minister of Finance, Jim Flaherty, to urge him to include several key climate change and clean energy measures in the 2008 Budget. The measures include:

  • establishing an adequate price on greenhouse gas emissions (carbon pricing) and
  • ensuring renewable energy and energy efficiency become a primary focus of Canada's long term energy supply and demand strategy.

Design Changes to the Investment Tax Credit for Carbon Capture, Utilization and Storage Submission to Department of Finance Canada

Pembina Institute submission to the Department of Finance Canada on the proposed design of its investment tax credit (ITC) for carbon capture, utilization and storage (CCUS) projects. Public investments in CCUS must be weighed against other opportunities to drive emissions reductions in Canada on a tonne (of carbon dioxide equivalent not emitted) per dollar invested basis. As such, we support the current level of the investment tax credit (ITC) for carbon capture, but not increasing it.

The Pembina Institute is pleased to present its response to the federal government’s discussion paper on the forthcoming Clean Electricity Standard, which aims to achieve net-zero emissions from electricity generation by 2035. We will continue to publish and submit further comments through the policy development process as further research is conducted and additional modelling results are available.
