Recommendations for British Columbia's Proposed Cap-and-Trade Regulations

The Pembina Institute supports B.C.'s efforts to implement a cap-and-trade system in January 2012 with other Western Climate Initiative partners as long as it builds on positive steps already taken with the carbon tax.

With the combination of the carbon tax and cap-and-trade system, B.C.'s carbon pricing approach will be exceptionally comprehensive — but there are opportunities for improvement in terms of effectiveness, fairness and transparency, for which we offer seven recommendations in this submission.
