The Public Sector Services team provides policy and technical services to public sector clients focusing on the following areas:

Our group specializes in working for and in collaboration with public sector clients. To that end, we engage in contract work related to policy research, development and analysis, facilitation and communication, and outreach. Some of the specific services we provide include:

Policy design and analysis — For clients who are considering implementing new policies or improving current initiatives, we provide information on how similar actions have been implemented by other governments. We evaluate ways to design policies based on client objectives and experiences elsewhere.

Strategy development — PSS helps government clients develop strategies for addressing issues such as climate change adaptation or limiting environmental impacts of oil sands developments.

GHG reduction and offset project review — The PSS group has the tools and experience both to estimate GHG reductions based on international standards and practice and to evaluate GHG reductions from offset providers. PSS also provides recommendations on standards that government clients should use in their own assessment of offset projects or purchases.

Project assessment — The PSS group can help public sector clients who are considering investments in specific projects, such as community-based biomass or wind projects, energy efficient upgrades to public buildings, or innovative public transit options. PSS can provide pre-feasibility studies and cost-benefit analyses for projects. For renewable energy projects, PSS also provides resource assessments to estimate the renewable energy potential of a region.

Technology assessment — PSS provides assessments of new and innovative technologies considering the expected environmental and economic costs and benefits. We also consider the business case for new technologies thorough market analyses. Our group combines engineering and economic experience to provide a comprehensive assessment.

Demand management assessments — In addition to assessing projects and technologies for supply of energy services, we also assess the demand for energy and transportation services and evaluate options to reduce these demands.

Inventory of environmental liabilities — For both conventional and renewable energy supply projects, the PSS group can supply clients with an inventory of environmental liabilities. We also provide options and recommendations for limiting these liabilities based on best practices.

Sustainability indicator development and assessments — PSS has extensive experience with triple-bottom line (social, economic and environmental) performance evaluations. We help clients understand the impacts of projects (upfront costs, long-term costs, air pollution, water pollution, health impacts, community connections). We can also help clients chose the set of indicators that meets their needs and provide tools for considering the many impacts in a structured, cohesive way.

Economic valuation — The PSS group works with government clients to evaluate the importance of natural capital and estimate the value of natural capital in their jurisdictions.

Communications and public awareness — Working with Pembina's communications team, we tailor our products for the needs of our clients. Our products range from confidential reports to publicly available fact sheets combined with full media release and social marketing support. The PSS group also facilitates stakeholder and general public engagement.
