The Pan-Canadian Framework on Clean Growth and Climate Change (PCF) was finalized on December 9, 2016, at a climate-focused first ministers meeting in Ottawa. The PCF contained new measures to reduce emissions from key emitting sectors, including transportation, buildings, electricity and oil and gas. It further solidified pan-Canadian support for Canada’s new approach to carbon pricing.

Over the last year, important progress has been made to implement each PCF policy measure. Nevertheless, our assessment finds that implementation timelines are at risk. We call on the federal government to accelerate its engagement with the provinces and territories on the implementation of each PCF policy measure.
