The Pembina Institute's Climate Change Program is based in Ottawa, just steps from Parliament Hill. Our mandate is to analyse and research Canadian greenhouse gas reduction policies, and to advocate for effective government action on climate change.

We frequently provide background and analysis for the news media, and we have earned a reputation as one of Canada's most trusted sources for non-partisan commentary on climate issues.

Matt Horne has been with the Pembina Institute since 2003 and is currently the acting director of the Climate Change program and director of the B.C. Energy Solutions program. His focus is on policy change that will reduce greenhouse gas emissions in British Columbia and provide replicable models for the rest of Canada. In pursuit of this goal, he has worked on initiatives with the province, municipalities and First Nations. Prior to joining Pembina, Matt worked extensively with energy-economy models on projects attempting to estimate the costs and benefits of climate change policy in Canada. Clare Demerse, MJ (on leave)
Director, Climate Change

Clare Demerse researches and analyzes government policies to address climate change. She works with a range of stakeholders and acts as a spokesperson in the media. Clare joined the Pembina Institute's Climate Change Program in 2006 and became Associate Director of the program in 2009. The program is a centre of expertise on Canadian greenhouse gas reduction policy, with a particular focus on carbon pricing. Clare previously worked on Parliament Hill and holds a master's degree in journalism from Carleton University in Ottawa. She is a 2008-2009 Gordon Foundation Global Fellow. Read full bio...

Climate Policy Analyst

P.J. Partington works to promote effective climate change policy at the federal and international levels. He is a founding member and former executive of the Canadian Youth Climate Coalition. P.J. has been a policy analyst with the Pembina Institute's Climate Change Program since February 2009. The program is a centre for analysis and research on Canadian greenhouse gas reduction policy, with a particular focus on carbon pricing. Prior to joining the Pembina Institute, P.J. managed the highly successful Canadian Youth Delegation to the UN climate negotiations. P.J. holds a B.Sc. Marlo Raynolds, PhD (on leave)
Senior Advisor

Dr. Marlo Raynolds is senior advisor to the Pembina Institute, and held the position of Executive Director until January 2011. He has worked with the Institute since 1995 in the development and practical application of triple-bottom-line decision-making tools, strategies for sustainability, and policy research and advocacy. Marlo has worked with a wide range of clients including many of the large Canadian energy companies. He holds a PhD in mechanical engineering (University of Alberta), a B.Sc. in systems design engineering (University of Waterloo), and a master's degree in management and leadership for the voluntary sector (McGill University). He is also an Adjunct Assistant Professor of Sustainable Development at the Haskayne School of Business, University of Calgary and was recognized as one of Canada's "Top 40 Under 40" for 2008.
